To a foreign company

Foreign construction companies have the same obligations as Estonian construction companies when it comes to registering constructions, construction subcontracting chains and employees allowed on constructions. Foreign entrepreneurs must first be registered in the Estonian commercial register or the Tax and Customs Board’s register of non-residents.

Activities of a foreign company

All companies doing construction work in Estonia must be registered in:

  1. the Estonian commercial register or
  2. the Tax and Customs Board’s register of non-residents.

Depending on the circumstances, the employer must register all employees working in Estonia:

  1. in the Tax and Customs Board’s employment register or
  2. in the Labour Inspectorate’s register of posted workers.

To register in the employment register, an employee must apply for a personal identification code from the population register. Without a personal identification code, an employee can be registered in the employment register for only five days.

The obligations of foreign companies registered in Estonia regarding the registration of subcontracting chain and employees’ time spent on constructions in the TTKI system do not differ from the obligations of Estonian companies. Please use the guidelines below according to the role of your company in the construction subcontracting chain. The instructions are in Estonian and will be translated soon.

Every construction company:

  • provides access control cards for all employees allowed on the construction. The card enables the electronic registration system to identify the identity the user of the card;
  • ensures that the employees allowed on the construction record all entries to and exits from the construction in the registration system.

  • If your company is registered in the Tax and Customs Board’s register of non-residents, please contact Hansab AS by e-mail at [email protected] to order employee cards and you will receive further instructions.
  • The employee's card data is transferred directly from the card service provider to the TTKI system and is automatically linked to the employee in the object/construction site data.
  • The company does not have to enter the number of the employee card or the registration system in TTKI.
  • The main contractor orders guest cards for visitors of the construction and is responsible for the guests' stay at the construction. Guest entries and exits must be registered by name and time of day in the local electronic registration system. Only non-personalised information about guests is transmitted to the TTKI system, and this information is not displayed in TTKI.

All services of the Tax and Customs Board can be used in the e-services environment e-MTA.

Authentication

To sign in to e-MTA you must have:

  • European Union digital identity card (e-ID) or
  • authentication tool based on the Estonian personal identification code (including digital ID, residence permit card, e-resident’s digital ID or diplomatic identity card).

To use e-services, it is also possible to authorise a person who has the possibility to sign in to the Tax and Customs Board’s e-services environment e-MTA. To authorise a representative, you can visit one of our service bureaus or send us an application by e-mail.

In the absence of an electronic authentication tool, the company representative can exceptionally make entries in the TTKI system at the service bureaus of the Tax and Customs Board.

Access permissions

You must have access permissions to use the TTKI system in the e-services environment e-MTA.
