Economic operator registration (EORI)

The Economic Operators Registration and Identification (EORI) number is a unique identification number used in the customs territory of the European Union and assigned to an economic operator or other person by a customs authority in order to register that person for customs purposes.

The EORI number is mandatory for economic operators engaged in the importation, transit, exportation or other customs operations.

The EORI number of an economic operator established in the customs territory of the European Union shall be issued by the customs authority of the Member State where the economic operator is established. Economic operators not established in the customs territory of the Union shall be registered by the customs authority of the Member State where the economic operator is carrying out or is planning to carry out its first customs-related operation.

In Estonia, the EORI number is issued by the Tax and Customs Board.

One economic operator can have only one (valid) EORI number, and this unique number should be used in all customs-related activities on the territory of the European Union.

A branch of a company must use the EORI number of the parent company.

Economic operators engaged in foreign trade that hold VAT numbers issued by other Member States of the EU are obliged to indicate them on their EORI request.

    If the person has agreed to the disclosure of his or her data, the validity of the EORI number and the name and address of the company can be viewed; if the person has not consented to the disclosure of his or her data, only the validity of the EORI number can be checked. The data is not displayed in real time, but with a delay.
  • UK GB EORI number validation
    GB EORI number issued in the UK is not valid in the EU. 

Applying for and changing the EORI number

Electronic submission of EORI Number application

EORI number can be applied for electronically by a natural person or legal representative of a legal person in the online services environment e-MTA, where after signing in, select “Customs” > “Rights and obligations” > “Economic operators registration and identification number (EORI)”.

In order to submit the application, the representative of a legal entity must have an access permission. Read more from "Access permissions for applying for EORI number in the e-MTA".

Submission of EORI application at the service point of the Tax and Customs Board

If you do not have access to the e-MTA, you can submit the EORI application at the service point of the Estonian Tax and Customs Board.


If the EORI application is not submitted in the e-MTA, the applicant must have a notarial authorisation. Requirements for authorisation at the Tax and Customs Board.

To submit applications for getting or ending an EORI number or to amend information in the submitted applications in the e-MTA as a representative of an economic operator, access permissions are required.

  • The access permission for applying for and managing an EORI number (code: M-EORI) is included in the following packages of e-MTA access permissions:
    • Package for legal person's representative
    • Package for viewing the data of legal person
    • Package for sole proprietor's representative
    • Package for viewing sole proprietor's data
    • Package for natural person's representative
    • Package for viewing natural person's data
    • Accountant´s package
    • Natural person's tax package
    • Customs services package
    • Natural person's customs services package
  • It is also possible to grant a separate access permission “Applying for and managing EORI number” (code: M-EORI), which allows to submit applications for applying for and ending an EORI number, and amending information in the submitted applications.
