Use of e-services
In the e-services environment e-MTA, it is possible, for example, to:
- submit all tax returns and customs declarations
- view your tax payment history
- view documents and notifications sent by the Estonian Tax and Customs Board
- draw up certificates (e.g. on the absence of tax arrears) for submission to transactions partners etc.
- reschedule the payment of tax arrears
Authentication options in e-MTA
Identification for entering the Estonian Tax and Customs Board’s e-services environment e-MTA takes place through a central secure channel (National Authentication Service).
As a foreigner, you can enter e-MTA and use e-services if you have a high-security authentication tool. This can be either the European Union digital identity card (eID), Estonian ID-card (including digital-ID, residence permit card, e-resident’s digital ID or diplomatic identity card) or mobile-ID and Smart-ID which are based on the Estonian personal identification code.
Authentication tools of European countries
Check the list below to see if your authentication tool (eID) is in the list of authentication tools with a high assurance level.
If so, you can enter the e-services environment. Select “Yes, my eID is on the list” for instructions on how to enter the e-MTA for the first time.
If your eID does not allow you to enter the e-services environment, select “No, my eID is not on the list”, where we will introduce other ways to use e-MTA.

If your eID is on the list, you can enter the e-services environment e-MTA.
Steps on first entry to e-MTA
- Enter the e-MTA either by clicking the E-services button in the upper right corner of our website or use the direct link:
- Select the “EU eID” as the method for signing in and follow the instructions.
- After successful authentication, a user account is created for you and the following notification will be displayed. Please follow the instructions to enable e-services.
- Our customer support will inform you of opening the e-services.
After that, you can enter the e-MTA in the usual way and use e-services on your own behalf as a natural person. User account details can be found in the e-MTA by selecting Settings – User account from the menu. - If you are a legal representative of a legal person and you need access to e-services on behalf of the company, please send a message:
- in the e-MTA by selecting Communication – Correspondece from the menu or
- contact our customer support at [email protected].
If your authentication tool is not on the list, it is not possible to sign in to the e-services environment e-MTA with it.
- As an alternative, we recommend that you apply for Estonian e-Residency to use Estonian e-services (including the Estonian Tax and Customs Board’s e-services). You can apply for the Estonian e-Residency Digital ID electronically on the e-Residency website. There you can also find instructions for submitting the application and additional information on e-Residency.
E-Residency offers citizens of foreign countries secure access to Estonian e-services. E-residents can use the e-services of the Estonian Tax and Customs Board under the same conditions as persons holding an Estonian ID-card. - In addition, it is possible to authorise another person to use e-services on your behalf.
With an ID-card, you can securely use the Estonian Tax and Customs Board’s e-services environment e-MTA and sign documents digitally.
Digital ID, residence permit card, e-resident’s digital ID and diplomatic identity card are equated with the ID-card.
A digital identity card or digital ID is a digital document that can be used to identify one's identity in electronic environments and sign documents digitally.
Digital ID can be applied for:
- by an Estonian citizen with a valid ID-card. The digital ID application can be submitted together with the ID-card application.
- by a foreigner with a valid residence permit card / ID-card. The digital ID application can be submitted together with the residence permit card application.
With the help of a residence permit card, a foreigner staying in Estonia based on a valid residence permit or right of residence, who is not a citizen of a Member State of the European Union, can use e-services easily, comfortably and securely.
An e-resident is a foreigner for whom Estonia has created a digital identity based on the identity of the person's country of citizenship and has issued a digital identity card: e-resident’s digital ID.
E-Resident’s digital ID is a digital document that can only be used to identify a person and provide a digital signature in an electronic environment.
A digital diplomatic identity card gives access to Estonian e-services. The user of the card receives an Estonian personal identification code, which simplifies the administration of employees of diplomatic missions of foreign countries in Estonia.
- ID cards (including digital ID, residence permit card, e-resident’s digital ID are issued by the Police and Border Guard Board.
- Applications for diplomatic identity card are submitted by foreign missions or other institutions to the Ministry of Foreign Affairs with a diplomatic note or letter of support.
- PIN codes are issued for electronic use.
- Cards are valid for up to 5 years.
To use the card electronically, you need PIN codes and an ID card reader. ID card software must be installed on the computer.
Mobile-ID is an identity verification and digital signing solution for mobile phones. It can be used for the same e-operations as ID cards.
- Contact your mobile operator to apply for mobile-ID.
- Mobile-ID SIM cards are issued by mobile operators: Telia, Elisa and Tele2 at their service points.
- Mobile-ID certificates are valid for up to 5 years.
NB! To create a mobile-ID account, it is necessary to have the Estonian personal identification code and identification document.
Smart-ID is an easy and safe way for identification and signing documents using a smartphone. Using Smart-ID for identification is free and unrestricted and is suitable for all Android and iOS smart devices.

Authorisation of a representative
If you do not have the ability to authenticate yourself, you can authorise a trustworthy person who has the means and capabilities to sign in to e-MTA to use the e-services on behalf of you or your company. It is also possible to use the services of tax representatives.
