Registration systems, cards and service providers

Main contractors ensure the proper installation, use and maintenance of electronic registration systems at constructions. All employers must provide their employees with personal employee cards to identify them at constructions.

The regulation of the Minister of Finance establishes:

  • technical requirements and special cases for collecting data about time spent on constructions and submitting the data to the Tax and Customs Board;
  • technical requirements of electronic registration systems;
  • requirements for identification tools.

Ordering employee cards

Entering and exiting constructions is fixed with access control cards (employee cards), which enable the electronic registration system to identify the identity of card users. An employee card is ordered for each employee by their employer.

  • Orders for employee cards meant for builders are managed and the cards are issued by Hansab AS, which won the public procurement.
  • Orders for cards can be placed on the website of Hansab AS.

  • If a foreign company is registered in the Tax and Customs Board’s register of non-residents, please contact Hansab AS by e-mail at [email protected] to order employee cards and you will receive further instructions.
  • Employee card data is received in the TTKI system directly from the card issuer Hansab AS and is automatically linked to the correct natural person (employee) in the system. There is no need to manually enter card data.
  • An employee receives information about the issuance of the card as soon as the information reaches the TTKI system from Hansab AS. A notification is sent to the e-mail address of the employee known to the Tax and Customs Board and is also visible in the TTKI system.
  • If an employee switches employer, they do not need to change the card. In this case, neither the employer nor the employee need to perform any card-related operations in the TTKI system.
  • Employee cards are valid for up to five years and allow employees to register at each construction where they are entitled to work.
  • Employee cards with date of birth are valid for up to 6 months. If an employee receives their personal identification code, a new card with the personal identification code must be ordered for the employee.
  • In addition to employee cards, main contractors have the option to use other means of identification (including mobile applications) compatible with the central registration system to collect data on constructions. If other identification methods are used, employees must still have employee cards and the possibility for registration with the cards must also be ensured.
