Electronic gambling reporting (EHMA)
Before obtaining a permit, the company applying for the operating permit must implement an electronic recordkeeping and control system (in Estonian elektrooniline arvestus ja kontrolli süsteem, EAKS) which collects the organiser’s data on gambling software, hardware, games played, bets, prizes and the like. More detailed information on the data that must be collected can be found in the regulation of the Minister of Finance.
The Estonian Tax and Customs Board (ETCB) must have access to the operator’s gambling data. For this purpose, the organiser’s recordkeeping and control system (EAKS) must be connected to the ETCB’s electronic gambling reporting system (in Estonian elektrooniline hasartmängu aruandlus, EHMA). This allows the ETCB to securely request data from the organiser’s system across the X-tee data exchange layer.

The purpose of the list of persons with restrictions on gambling (in Estonian hasartmängu piiranguga isikute nimekiri, HAMPI) is to offer players the opportunity to restrict playing games of chance, toto and classical lottery. At the same time, a person can choose which type of gambling he or she restricts. The restriction does not apply to instant lotteries (e.g. scratch cards).
A player has three options to place a restriction: through the e-services environment e-MTA, at the service bureau of the ETCB or at the gaming location of the game of chance or toto. More information on setting gambling restrictions can be found on the page “Setting restrictions on gambling”.
Before allowing a person to play, gambling operators must check the list for a restriction and ensure that persons who are prohibited from playing are not allowed to play the games on which they have imposed a restriction.
The list of persons with restrictions on gambling is managed by the ETCB and compliance with it is mandatory for all gambling operators holding an operating permit in Estonia.
Legal basis
Upon implementation of the list of persons with restrictions on gambling, operators must follow the following procedures.

Gambling operators are allowed to use the data entered in the list of persons with restrictions on gambling only to verify the existence of a restriction.
The existence of a restriction can be checked:
1. via X-tee data exchange layer service
- as single requests using “emta.OmpiKontrollV2.v1”
- as mass requests using “emta.OmpiAndmedV2.v1”
2. from the e-services environment e-MTA
To check the restriction, sign in to the e-services environment e-MTA of the ETCB: Registers and inquiries – Restrictions on gambling.
In order to use the service, an employee of a gambling operator must have the access permission titled “View the List of Persons with Restrictions on Gambling (HAMPI)”.
To check restriction using X-tee service, submit an application to the ETCB containing:
- a list of services and environments to which you need access;
- a list of persons (first and last name, personal identification code and job title) who require access to the listed data to perform their duties;
- security measures to be applied to the processing of the list described and the possibility to check the implementation of the list.

All applications for placing gambling restrictions submitted at gaming locations of a game of chance or toto must be received by the gambling operator and immediately sent to the ETCB’s e-mail address [email protected] together with a copy of the applicant’s identity document.
The original of the application and a copy of the identity document must be sent to the Estonian Tax and Customs Board at the address Lõõtsa 8a, 15176 Tallinn.
