If you move from a country that is a member of the European Union (EU) (including Estonia) to a country that is not a member of the EU and take personal belongings with you (e.g. household effects, bicycles and motorcycles, private motor vehicles, etc.), we recommend that you first examine the laws and rules of the other country or ask for a consultation from the customs office of the other country. This will help to avoid potential problems and excessive costs when crossing the border.
Persons who intend to settle permanently in Russia or Belarus should bear in mind that the export of sanctioned goods to these countries is prohibited.

Declaration of goods
If, when leaving Estonia, you are carrying:
- goods of non-commercial nature, or
- goods of commercial nature the value of which does not exceed 1,000 euros or the quantity of which does not exceed 1,000 kg,
it must be declared to a customs official orally or by an act (i.e. by passing through the green (the “Nothing to declare”) channel or by passing through a customs office if the customs office does not have a system of channels).
If, when leaving Estonia, you are carrying:
- goods of commercial nature the value of which exceeds 1,000 euros or the quantity of which exceeds 1,000 kg, or
- goods and personal effects the export of which is subject to a special authorisation,
