Sending parcels to Estonia

There are quantitative restrictions or special authorisation requirements for the shipping or ordering of certain goods to Estonia. Be sure to check the special requirements before shipping or ordering!

The following cannot be shipped with postal or express parcels:

  • smokeless tobacco products
  • narcotic drugs or psychotropic substances
  • medicinal products containing narcotic drugs or psychotropic substances
  • whole blood or blood components
  • anabolic steroids
  • tissues or cells used for medical purposes
  • advanced therapy medicinal products
  • firearms and essential components thereof
  • ammunition and components thereof
  • tear and nerve gas canisters
  • inert explosive devices and ammunition and their copies, including, for example, inert grenades and shells and their copies
  • radioactive substances
  • toxic substances
  • pyrotechnics
  • meat and dairy products

The following is prohibited as well:

  • mail order sale of medicinal products, except from registered online pharmacies
  • delivery of medicines ordered online, except from registered online pharmacies, by post or courier
  • ordering and shipping of consumer goods with counterfeit trademark such as clothing, shoes, watches, etc.
  • ordering and shipping pirated goods, including pirated copies on CDs, DVDs, video and audio cassettes, etc. We recommend keeping the receipts for CDs, cassettes, etc.

The import of goods originating in Crimea or Sevastopol into EU countries is prohibited. The import ban concerns freight and postal consignments as well as goods carried by passengers.

The import ban does not apply to goods which have been granted a certificate of origin by the Ukrainian authorities. Additional information from the Estonian Ministry of Foreign Affairs.

Medicines and supplements

Shipping of medicinal products from a non-EU country to Estonia or from Estonia to a non-EU country by postal or express parcels may take place only from one private individual to another private individual.

When using postal or courier service, one parcel may contain up to five (5) unopened retail packages without the authorisation of the State Agency of Medicines. The medicinal products must be in the original packaging of the manufacturer.

Retail package sizes are

  • up to 200 doses for solid pharmaceutical forms
  • 500 g for powders for solution
  • 50 g for homeopathic granules
  • 500 ml for solutions for infusion and oral solutions
  • 30 ampoules or vials for injectable formulations
  • 200 ml or 200 g for external medicinal products
  • 100 g for herbal substances
  • up to 200 doses for inhalation medicinal products
  • 10 units for medicated plasters

If the quantity of medicinal products shipped exceeds the above-mentioned quantities, an authorisation must be applied from the State Agency of Medicines for all medicinal products in the parcel.

There are no restrictions on the shipment of products not defined as a medicinal product (e.g. food supplements). It is forbidden to send medicinal products ordered online by post or by courier mail.

Before ordering or sending a product, it is recommended to contact the State Agency of Medicines to determine whether the product is a medicinal product or not. Very often, products recognised as food supplements (vitamin preparations, herbal preparations) in other countries are classified as medicinal products in Estonia because of the active substances they contain.

Food products

Meat and dairy products
Meat or dairy products intended for human consumption or for feeding pet animals must not be brought into or shipped to the EU from third countries, with the exception of:

  • products from the Faeroe Islands and Greenland up to 10 kg per person;
  • powdered infant formulae, infant food and special foods required for medical reasons for humans or pet animals with a total weight not exceeding 2 kg per person and/or pet (provided that they are branded products in original packaging and do not need to be cooled before consumption).

Fishery products
Fishery products (fresh, dried, baked, salted or smoked fish) for personal consumption may be brought with you or shipped to the EU provided that:

  • fresh fish have been gutted,
  • the total weight of one fish or fishery product does not exceed 20 kg per person (excluding caviar of sturgeon species).
  • Fishery products originating in the Faroe Islands are not subject to restrictions.

Other quantities of products of animal origin intended for human consumption

  • Other animal products, such as honey, live oysters, mussels and snails, of a total weight not exceeding 2 kg per person, may be introduced to the Union.
  • The same products may be brought with you or shipped from the Faroe Islands and Greenland with a total weight of up to 10 kg per person.
  • Each traveller is allowed to bring 125 g of sturgeon caviar without CITES authorisation (the packaging must be marked accordingly).


All food products from the Member States of the European Union, Iceland, Switzerland, Norway, Andorra, Liechtenstein and San Marino are authorised to be brought or shipped in quantities suitable for personal consumption.

Plants and fruits
Only pineapples, coconuts, bananas, dates and durians, as well as dried berries, fruits and vegetables, dried seeds and nuts for human consumption may be brought with or sent by post from third countries in reasonable quantities.

Plants, seeds, fresh fruit, vegetables and berries must be accompanied by a phytosanitary certificate of the country of origin and undergo plant health control at a border checkpoint. Under the simplified procedure, passengers are not allowed to carry the products or ship the products by post.

Verification of conformity of a product

When customs authorities find during examination of goods declared for free circulation that:

  • a product exhibits characteristics which give cause to believing that the product, when correctly installed, maintained and used, presents a serious risk to human health, safety, the environment; or
  • the product is not accompanied by the written or electronic documentation required by the relevant Community harmonisation legislation or is not marked in accordance with that legislation; or
  • the CE marking has been affixed in a false or misleading manner,

they must suspend the release for free circulation of the product concerned and immediately inform the market surveillance authorities of any such suspension. Where the market surveillance authorities find that a product does not comply with Community harmonisation legislation, the placing on the market of the product may, where appropriate, be prohibited.

Hemp seeds, mushroom spawn and spores

The Act on Narcotic Drugs and Psychotropic Substances and Precursors thereof prohibits:

  • cultivation of cannabis for the purpose of preparing narcotic drugs and 
  • cultivation of mushrooms containing containing psilocine or psilocybine.

Hemp varieties with a tetrahydrocannabinol content not exceeding 0.2% and cultivated for fibre can be cultivated. The seeds of these varieties are packed in large packages and are properly labelled and certified. Seeds of these varieties are not sold by pieces.

Parcels sent from the EU

Shipments of certain goods to a country outside the European Union are subject to quantitative restrictions or special authorisation. Be sure to check the special requirements before shipping or ordering!

Postal and express parcels must not contain

  • smokeless tobacco products
  • narcotic drugs or psychotropic substances
  • medicinal products containing narcotic drugs or psychotropic substances
  • whole blood or blood components
  • anabolic steroids
  • tissues or cells used for medical purposes
  • advanced therapy medicinal products

Food products

From the Member States of the EU, all food products may be sent in postal and courier parcels in quantities suitable for personal consumption.

Plants

On arrival or dispatch by post from Member States of the European Union, plants and plant products may be introduced to Estonia in reasonable quantities. It is recommended to buy plants from professional gardening shops in order to reduce the risk of spreading pests. Apple trees, pear trees and cotoneasters may only be brought with you if they are accompanied by a plant passport.
