Before income tax return must be submitted, make sure that your document is valid and you have the PIN codes of your document

The Tax and Customs Board (ETCB), Police and Border Guard Board (PBGB), and the Information System Authority (RIA) recommend checking the validity of your documents and PIN codes before the submission of income tax returns starts on 15 February.

According to Riina Randver-Sõer, Service Owner of the ETCB's Income Tax Department, there is no need to rush with the submission of an income tax return. “Income tax returns can be submitted from 15 February to 30 April. However, it is best to check now that valid a document and necessary PIN codes are on hand when the tax return must be submitted. There is still time to update the documents, if necessary,” Randver-Sõer added.

If your ID-card has expired, you should first apply for a new one at the PBGB self-service portal at iseteenindus.politsei.ee. “If a person has a proper document photo, specimen signature and fingerprints, it will only take a few minutes to apply for a document in the self-service portal. If there is no photo, signature, or fingerprints, you can get them taken in a photo booth at a PBGB service office. There is no need to book an appointment to use the photo booth and after using the photo booth, you can continue the application process in the self-service portal,” said Marit Abram, Senior Superintendent of the PBGB’s Identity and Status Bureau.

Abram explained that instead of an ID-card, it is also possible to use Smart-ID or Mobile-ID to sign in to the e-services environment of the Tax and Customs Board. “If these login options are available, it is worth using them, as you need to go to a PBGB service office and pay a state fee of 10 EUR in order to get new PIN codes for the ID-card,” Abram added.

Anna Õuekallas, Head of the Electronic Identity Department of RIA, emphasised that in addition to valid documents and PIN codes, access to e-services requires secure and functioning devices and systems. “It is important to use the latest ID-software available on the ID-card website www.id.ee and make sure that the computer’s antivirus system is also up to date,” Õuekallas explained.

The easiest and most convenient way to declare the income received in 2024 is via ETCB’s e-services environment, which can be accessed with a valid ID-card, Smart-ID or Mobile-ID and valid PIN codes. Users of the e-ID of the Member States of the EU will be able to access the e-services environment if they have an e-ID that meets the necessary requirements.

If the technical options for using the e-services environment are available, the e-service “My income” can be used to get an overview of who and in which amount has made payments to you in 2024 and the amount of basic exemption that has been applied. It is also possible to see the expected income tax liability. The final income tax liability is determined after the submission of income tax return, when all taxable income and deductions have been taken into account.
