There are quantitative restrictions or special requirements imposed on certain goods when travelling. Be sure to check the special requirements before travelling!

Travellers are forbidden to carry across the customs border:

  • dangerous cut-and-thrust weapons, firearms and electric shock weapons, as well as ammunition, prohibited for civilian purposes (automatic firearms, brass knuckles, knives with a blade which is ejected by the force of a spring, armour-piercing ammunition and the like)
  • narcotic drugs and their precursors
  • indecent or pornographic materials featuring minors
  • alien species endangering fundamental ecological balances
  • radioactive items and objects posing a radiation risk to individuals

Carriage of prohibited goods across the customs frontier is a customs offence that will bring about a fine or a seizure.

Travellers arriving to or departing from Estonia have the right to carry medicinal products to be used, for medical reasons, personally by them or on animals accompanying them.

Procedures for a travel with medicinal products are provided by the Regulation of the Minister of Social Affairs No 31 of 18 February 2005 based on the Medicinal Products Act.

Quantitive limits of medicinal products, carried without the authorisation of the State Agency of Medicines

Without the authorisation of the State Agency of Medicines, a maximum of ten (10) different pharmaceutical preparations, a maximum of five (5) retail packages each, may be carried for personal use of a traveller.

A maximum of five (5) different pharmaceutical preparations, a maximum of three (3) retail packages each, may be carried for animals accompanying the traveller.

The size of the retail package shall be a maximum of:

  • 200 tablets or capsules
  • 500 grams of powder for solution
  • 50 grams of homeopathic granules
  • 500 millilitres of solution for infusion or oral solution
  • 30 ampoules or vials of injectable dosage forms
  • 200 ml or 200 g of medicinal products for external use
  • 100 g of herbal substances
  • 200 doses of inhalation preparations
  • 10 units of medicated plasters

Narcotic or psychotropic medicinal products

Narcotic or psychotropic medicinal products may be brought along without a permit of the State Agency of Medicines in quantity of 1 single package for retail sale consisting of up to 30 units or 25 ml. The medicinal products must be accompanied with a notice from a physician, in case of animals with a notice from a veterinarian, or with a copy of a prescription certifying the need for the medicinal product.

If the amount of medicinal products carried along exceed the abovementioned quantities, you shall apply for the authorisation from the State Agency of Medicines to all medicinal products for carrying along with you. You may take narcotic drugs or psychotropic substances with you on your travel with the permit from the State Agency of Medicines in the quantity necessary for up to 30-days’ treatment.

The requirements do not apply to the following third countries: Andorra, the Faroe Islands, Gibraltar, Greenland, Iceland, Liechtenstein, Monaco, Norway, San Marino, Switzerland and the Vatican City State. When arriving from the listed countries, the requirements for travelling from the European Member States to Estonia apply.

‘A pet animal’ for the purposes of the below mentioned Regulations means an animal accompanying its owner or an authorised person, and which is not for sale or taking to another owner.

Procedures for travelling with pet animals are governed by EU Regulation No 576/2013 and EU Implementing Regulation No 577/2013.

The non-commercial movement of the pet animal may take place up to five (5) days earlier or later than the physical movement of the owner if the movement of the animal is conditioned by the movement of the owner or related to it. In this case the owner or the authorised person shall submit written evidence certifying the movement of the owner (for example, airline or sailing tickets).

The species of the pet animals to whom the simplification of travelling has been established are the following:

  • dogs
  • cats
  • ferrets
  • invertebrates (except bees, bumble bees and crustaceans, e.g. shellfish and shrimps)
  • ornamental aquatic animals
  • amphibians (e.g. frogs and newts)
  • reptiles (e.g. snakes, lizards, turtles, monitor lizards, chameleons)
  • rodents and rabbits
  • some species of birds

Exportation of civilian weapons and ammunition from Estonia into a non-EU country and importation from a non-EU country into Estonia are regulated by the Weapons Act and the Strategic Goods Act.

A natural person may import a weapon and ammunition therefor to Estonia for the person’s own purpose if the person holds an acquisition permit for the weapon and a single special permit granted by the Police and Border Guard Board.

A foreign natural person may import a weapon registered in the name of the person and ammunition therefor into Estonia in order to participate in a sports event, exercise, hunt or similar event if he or she holds a single special permit granted by the Police and Border Guard Board. The imported weapon shall be exported from Estonia by the date specified on the permit.

A foreign natural person must export the weapon acquired in Estonia and ammunition therefor from Estonia on the basis of the special permit issued in accordance with the Strategic Goods Act within five (5) days as of the date on which the special permit was acquired.


Import and export conditions for weapons and ammunition

  • Import and export of weapons and ammunition may take place through the border checkpoints open to international traffic only where customs authorities are permanently present. Weapons and ammunition shall be declared at customs regardless of the quantities and value.
  • A special import or export weapons permit issued by the Police and Border Guard Board shall be presented to the customs authorities during the customs clearance.
  • The compliance of imported weapons and ammunition with the requirements shall be verified by a customs official who, if the requirements are complied with, makes a notation to this effect on the special permit.
  • If the weapons or ammunition do not comply with the established requirements, a report shall be prepared which sets out the deficiencies due to which the import of all the weapons or a part of the weapons or ammunition is prohibited.
  • Weapons and ammunition shall be accurately identifiable on the basis of the accompanying documents and the permit.The name shall not differ from the one specified on the permit and the actual amount shall not exceed the amount indicated on the permit.

Imported firearms and essential components thereof shall bear marking which meets the requirements. The marking of a registered firearm shall correspond to the marking set out on the special permit.

If a person moves with a weapon from a non-EU country into Estonia through another Member State of the EU, for example, by a ship from Russia through Finland or from Senegal by a continuation flight through Germany to Estonia, the person shall be obliged to present the weapon, ammunition and the weapons permit issued by the Police and Border Guard Board to the customs authorities for receiving the customs notation.

If the weapon and ammunition do not correspond to the marking on the weapons permit or accompanying documents or the special permit is lacking, the import of the weapon and ammunition shall be prohibited and the weapon and ammunition shall be retained by the customs authorities.

If violation of the requirements is established concerning the importation, a misdemeanour procedure shall be applied and the police authorities or the court may confiscate the weapon and ammunition as objects of violation.

It is not allowed to bring pyrotechnic articles from a third country without a transport permit issued by the Consumer Protection and Technical Regulatory Authority.

Specimens belonging to endangered species of wild flora and fauna, or parts or derivatives of such specimens, as well as products made thereof, are allowed to carry along in the existence of authorisations of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

Council Regulation (EC) No. 338/97 regulates the trade in endangered species of wild fauna and flora.

Endangered animal and plant species may be imported into Estonia through the customs offices listed in the Government of the Republic Regulation No. 213 where the conformity of the endangered species to the requirements for the importation into the European Union shall be checked. Live animals may be brought in through the Luhamaa Border Point only.

As a rule, checks concerning the transit through Estonia shall not be performed (for example, if travellers only change the means of transport in Estonia only). But travellers shall be able to certify the legal origin of the specimens at any moment. In the case of the specimens belonging to Annexes A and B, travellers shall present also valid re-export permits at the request of the customs authorities where the destinations of the specimens are indicated.

Travellers arriving from non-EU countries may take along without a CITES authorisation in their baggage:

  • caviar (sturgeon roe) (Acipenseriformes spp.) – up to 125 grams if marked with the respective label on the packaging
  • rainsticks made of cacti (Cactaceae spp.) valmistatud vihmakeppe – 3 sticks per person
  • dead or worked specimens of Crocodylia (Crocodylia spp.) (except meat and game trophies) – 4 dead specimens, their parts or products made thereof per person
  • queen conches (Strombus gigas) – 3 pieces per person
  • giant clams (Tridacnidae spp.) – 3 pieces or 3 kilograms per person
  • seahorses (Hippocampus spp.) – 4 dead specimens per person

Eestisse saabuv ja Eestist lahkuv reisija võib kaasa võtta ravimeid, mida ta kasutab meditsiinilisel eesmärgil isiklikuks või temaga kaasas olevate loomade tarbeks.

Ravimitega reisimise korra sätestab ravimiseaduse alusel kehtestatud sotsiaalministri 18.02.2005 määrus nr 31.
 

Ravimite kogused, mida võib kaasa võtta ilma Ravimiameti loata

Ravimiameti loata võib isiklikuks tarbeks kaasa võtta kuni kümme (10) erineva nimetusega ravimpreparaati, iga ravimit kuni viis (5) jaemüügipakendit.

Enamuste kodulindude (kanad, kalkunid, pärlkanad, pardid, haned, vutid, tuvid, faasanid, põldpüüd, jaanalinnud) ja imetajate (näiteks ahvid, minisead) liikumine reisijaga kaasasoleva lemmikloomana pole lubatud ning sellised loomad ja linnud alluvad sisseveol veterinaarkontrollile.

Liikmesriikidena käsitletakse ka liikmesriikide eraldiasuvaid territooriume (Taani: Gröönimaa, Fääri saared; Hispaania: Kanaari saared; Prantsusmaa: Prantsuse Guajaana, Guadeloupe, Martinique, Reunion; Gibraltar; Portugal: Assoorid ja Madeira saared). Samaväärsed tingimused kehtivad Andorrast, Islandilt, Liechtensteinist, Monacost, Norrast, San Marinost, Šveitsist ja Vatikanist saabuvatele lemmikloomadele.


Nõuded koerte, kasside ja valgetuhkrutega reisimisel


Euroopa Liidu liikmesriikidest Eestisse

  • Loomad peavad olema identifitseeritavad ISO-standardile 11784 vastava mikrokiibiga, milles kasutatakse HDX- või FDX-B-tehnoloogiat. Mikrokiipi peab saama lugeda ISO standardile 11785 vastava seadmega. Kui mikrokiip ei vasta standardile, peab reisijal olema kaasas mikrokiibi lugemiseks vajalik vahend.
  • Loomad peavad olema vaktsineeritud marutaudi vastu rahvusvaheliselt tunnustatud vaktsiiniga. Esmavaktsineerimine peab olema tehtud vähemalt 21 päeva enne Eestisse saabumist. Vaktsineerimine ei ole nõutav alla kolme kuu vanustele loomadele, kui:
     - neil on kaasas lemmikloomapass ja nad on viibinud oma sünnikohas sündimisest saadik, puutumata kokku tõenäoliselt nakatunud metsloomadega või
     - nad on koos oma emaga, kellest nad on ikka veel sõltuvad.
  • Loomadel peab olema kaasas lemmikloomapass, kuhu peavad olema kantud omaniku ja looma andmed, tätoveeringu ja/või mikrokiibi number ning andmed marutaudi vaktsineerimise kuupäeva, kasutatud vaktsiini ja vaktsineerimise kehtivuse kohta.

Eestist teistesse Euroopa Liidu liikmesriikidesse

  • Loomad peavad olema identifitseeritavad ISO-standardile 11784 vastava mikrokiibiga, milles kasutatakse HDX- või FDX-B-tehnoloogiat. Mikrokiipi peab saama lugeda ISO standardile 11785 vastava seadmega. Kui mikrokiip ei vasta standardile, peab reisijal olema kaasas mikrokiibi lugemiseks vajalik vahend.
  • Loomad peavad olema vaktsineeritud marutaudi vastu rahvusvaheliselt tunnustatud vaktsiiniga. Esmavaktsineerimine peab olema tehtud vähemalt 21 päeva enne liikmesriiki saabumist. Liikmesriigid võivad lubada kehtivat marutaudivastast vaktsineerimist mitte omavate noorte koerte, kasside ja valgetuhkrute liikumist, kui:
     - neil on kaasas pass ja nad on viibinud oma sünnikohas sündimisest saadik, puutumata kokku tõenäoliselt nakatunud metsloomadega või
     - nad on koos oma emaga, kellest nad on ikka veel sõltuvad.

    Paljud liikmesriigid seda siiski ei luba ning seega on vajalik enne reisile asumist veelkord kontrollida sihtriigi sisseveonõudeid.
  • Loomadel peab olema kaasas lemmikloomapass, kuhu peavad olema kantud omaniku ja looma andmed, tätoveeringu ja/või mikrokiibi number ning andmed marutaudi vaktsineerimise kuupäeva, kasutatud vaktsiini ja vaktsineerimise kehtivuse kohta.

Lisanõuded koertega reisimisel Ühendkuningriiki, Maltale, Iirimaale, Soome ja Rootsi

Koerte viimisel Ühendkuningriiki, Maltale, Iirimaale, Soome ja Rootsi tuleb koertele teha ka paelussi Echinococcus multilocularise vastane tõrje. Parasiiditõrje tuleb teha vähemalt 24 tundi, kuid mitte rohkem kui 120 tundi enne kavandatavat sisenemist nimetatud liikmesriikidesse. Ussitõrje andmed kinnitab ravi teinud loomaarst lemmikloomapassis.


Nõuded muude lemmikloomade kui koerte, kasside ja valgetuhkrute reisimisel

Euroopa Liit ei ole kehtestanud erireegleid selgrootute, troopiliste dekoratiivkalade, kahepaiksete, roomajate, lindude (v.a kodulinnud), näriliste ja koduküülikutega reisimisele.

Nõue on, et loomad peavad olema kliiniliselt terved ning reisimise ajal peab nende heaolu olema tagatud. Mõned liikmesriigid on kehtestanud lisanõudeid, mis on üldjuhul leitavad vastava riigi tolliameti või muu vastutava ametiasutuse kodulehelt.

Narkootilised ja psühhotroopsed ained

Ilma Ravimiameti loata võib narkootiliste ja psühhotroopsete ainete hulka kuuluvaid ravimeid kaasa võtta ühe jaemüügipakendi suurusega kuni 30 ühikut või 25 ml. Ravimitega peab kaasas olema arsti, loomadel kasutatavate ravimite puhul veterinaararsti teatis ravimi vajaduse kohta või retsepti koopia.

Kui kaasavõetavate ravimite kogus ületab ülaltoodud koguseid, tuleb Ravimiameti luba taotleda kõikide kaasavõetavate ravimite jaoks. Narkootilisi või psühhotroopseid aineid võib Ravimiameti loaga reisile kaasa võtta kuni 30-päevaseks raviks vajalikus koguses.

It is prohibited to import from Russia

Among other prohibited goods, EU sanctions prohibit the import from Russia of goods the sale of which generates significant revenue for Russia. Such goods are, for example:

  • alcohol
    NB! Only 16 litres of beer, 4 litres of wine, 2 litres of light alcohol (e.g. cider, sparkling wine) are allowed.
  • tobacco products
  • crustaceans, caviar, caviar substitutes
  • clothing items (including women's and girls' clothing)
  • footware
  • wallets, handbags, travel bags
  • cosmetics and hair care products
  • hygiene products
  • household appliances
  • LED and other lamps, lights
  • smartwatches
  • photographic equipment, binoculars and other optics
  • CD discs, vinyl records, flash drives (i.e. data carriers in general)
  • gold, gold coins, gold jewellery, articles of goldsmiths' wares
  • cleaning products (incl. water purification tablets and disinfectants)
  • chemicals
  • certain fertilisers
  • wood and articles of wood, paperboard
  • furniture
  • iron and steel products
  • articles of cement, of concrete or of artificial stone
  • glass and glass containers
  • new pneumatic tyres, of rubber

The list is not exhaustive. The full list of goods can be found in Annex XXI to Article 3i of Council Regulation 833/2014.

It is also prohibited to import goods originating from Crimea, Sevastopol, Donetsk and Luhansk regions.

Please note that a violation of an international sanction is punishable either by a pecuniary punishment or imprisonment for a term of up to five years.


It is prohibited to export to Russia

In addition to previous prohibitions (see prohibited goods), the EU sanctions prohibit the transfer of the following goods to Russia.

  • luxury goods:

    • goods insofar as their value exceeds 300 euros per item
    • electronic items for domestic use of a value exceeding 750 euros per item
    • audio and video equipment of a value exceeding 1000 euros per item
    • musical instruments of a value exceeding 1500 euros per item
    • motorcycles and parts thereof, the value of which exceeds 5000 euros per item
    • etc.

    The full list of goods can be found in Annex XVIII to Article 3h of Council Regulation 833/2014.

    The restriction does not apply to personal items, e.g. a smartphone for personal use, valuable handbag, overwear, etc.

  • other goods, regardless of value, such as:

    • live plants, plant cuttings, bulbs, etc.
    • wood, plywood, paper, paperboard, wallpaper
    • fabrics
    • paints, varnishes, chemicals
    • articles of plastic such as doors, windows, etc.
    • many machinery, equipment, building materials
    • motor vehicles
    • etc.

    The complete list of goods is set out in Annex XXIII to Council Regulation 833/2014.

  • the euro banknotes (EUR) and banknotes of the EU Member States (HRK, RON, BGN, HUF, CZK, PLN, SEK, DKK)

    As an exception, the export of these banknotes is permitted for the personal use of a traveller and members of his or her immediate family travelling with him or her.
