When applying for study allowance at a higher education institution according to the Study Allowances and Study Loans Act the Estonian Tax and Customs Board's certificate on your income can now be swiftly and comfortably compiled in the e-MTA and sent to a higher education institute.
We recommend compiling the certificate after the 10th day of each month, as it is thus possible to use the latest information from the preceding month.
You can add the Estonian Tax and Customs Board’s digital seal to the certificate. This confirms that the document has been issued by the Estonian Tax and Customs Board and the data presented is accurate and reliable.
Compiling and sending the certificate is free of charge.
Compiling the certificate
- Log in to the e-MTA, choose "Registers and inquiries" – "My inquiries" – "Compilation of certificates" and click the button "New certificate".
- Choose "Taxation data certificate" from the drop-down menu.
- On the following page select the language of the certificate (Estonian, Russian or English) and the beginning of the reporting period (month and year). The end date of the period is always the date of compilation of the certificate and it cannot be changed.
You can choose the following information to be inserted on the certificate:
All data blocks are selected by default. Since showing information of employment register nor arrears is not necessary for study allowance application, please remove ticks from boxes next to these choices.
To draw up a certificate, click the button "Compile a certificate".
income and taxes on the basis of the natural person's income tax return
payments and taxes declared by employer(s) on the basisi of the TSD declaration (declaration of income and social tax)
benefits for incapacity for work, unemployment insurance benefits, redundancy payments, pensions, employers' contributions to the III pension pillar, funded pension payments and taxes on the basis of the TSD declaration
entries made in the Employment Register
dividends and payments made from equity capital
arrears in the period selected and at the date of completion of the certificate (maksuvõlg).
The system generates a certificate which can be seen on the same page in the table Compiled certificates.
In order to download and open the certificate, click the icon Download at the end of the row and select certificate format (PDF or Digidoc).
To send the certificate via e-mail, please click the icon Send certificate at the end of the row. Select certificate format (PDF or Digidoc), write the recipient's address in the box and then click the button "Send". The certificate will be sent to recipient as an e-mail attachment
Upon saving the certificate in Digidoc format, the digital seal of the Estonian Tax and Customs Board shall be added to the certificate. A digital seal confirms that the certificate has been issued by the Estonian Tax and Customs Board and the data presented are accurate and reliable.

The Estonian Tax and Customs Board issues certificates from the official email email@example.com and the automatic email contains the following text:

A recipient can be certain that a certificate in BDOC file format received from firstname.lastname@example.org is a document sent by the Estonian Tax and Customs Board.
The certificates are registered in the information system of the Estonian Tax and Customs Board at the moment of compilation, and in case of doubts, the certificates can be reproduced.
