Clearance of a Union transit procedure in the NCTS to the Principality of Andorra
Andorra is a small principality on the frontier of France and Spain in the Pyrenees. The currency unit there is euro. The European Union and Andorra concluded a customs union by an Agreement in the form of an Exchange of Letters in 1990. This customs union applies to the trade in goods covered by Chapters 25 to 97 of the Harmonized System (HS).
Application of a Union transit procedure has been described in Chapter 5 of Part IV of the Transit Manual.
It shall be considered in addition that beginning from 1 July 2008 Andorra (AD) started using the NCTS, and in connection with this, the NCTS shall be used upon starting the transit into AD and the rules given below applied:
when the country of departure and the country of destination are different parties (for example, EE and AD), filling in the Office of transit is obligatory;
when AD is the country of destination, then the Office of transit shall surely be indicated and in AD only.
Customs declarations on paper shall be used in the case of a business continuity procedure only.
Upon using the comprehensive guarantee, the security must be valid in the Principality of Andorra as well.
