Deputy Secretary General for Communications and State Information Systems, Estonian Ministry of Economic Affairs and Communications

Siim Sikkut is the Government CIO of Estonia, also titled as Deputy Secretary General for IT and Telecom in Ministry of Economic Affairs and Communications. His role is to set the strategy and policies, to launch and steer strategic initiatives for development of digital government and society in Estonia. Siim Sikkut is one of the founders of Estonia’s groundbreaking e-Residency programme.

Johannes Tralla started his career in journalism reporting for a tech magazine but was soon in the spotlight anchoring the cultural news section of the evening news program on Estonian TV. Since 2012, he has been the Brussels based EU correspondent for Estonian Public Broadcasting. Reporting on EU policy-making, economy and international affairs as his everyday routine, he takes pleasure in delving into stories that focus on technology, web and culture. When Johannes is not live on the evening news, he enjoys moderating conferences and panel discussions (that sometimes also end up in the evening news).

Helen Kokk contributes to projects with an extreme enthusiasm which aims to use the innovative developments of organization to profitability, resource savings and competitiveness. She has been involved in many start-up’s giving her contribution to the functioning and as well to the appearance. Helen Kokk is also actively involved in self-development and giving training courses to others, also traveling around the word and discovering different cultures and meaning of services. As far as the UI and UX, then her opinion is that, the biggest problem is that people spend time to reinvent the wheel.

Margus Simson has been working on service design and digital channel development for 18 years and delivered around 40 large scale mass customer oriented projects. As the developments have impacted practically every aspect of human life – banking, health, education, utilities, telecoms, government, etc., he has studied human behaviour from all the different angles. The conclusion is that customers already expect way more simplified and integrated services than large traditional companies and government sector can deliver.

Head of Tax Department in Estonian Tax and Customs Board

While traditional part of her everyday work like development of tax returns, implementation of procedures of tax laws, drawing up guidelines and consulting taxpayers and officials has not vanished, the primary goal nowadays is finding new technological possibilities how taxpayers can fulfil their tax obligations as unburdensomely as possible.

Evelyn Liivamägi is Estonian representative in several tax-related working groups in EU level, has carried out lot of trainings and performed in conferences in tax area.

Laura Kask is working at the Ministry of Economic Affairs and Communications at the Department of State Information Systems. As a legal advisor she is responsible for legislative framework of Estonian information society. She has been responsible for implementing eIDAS regulation into Estonian laws and is involved in many innovative projects with the Estonian government, including on data embassies and digital continuity. Laura Kask is also obtaining a PhD degree in IT Law at the University of Tartu and her main research topic is cloud computing in public sector.

 

Dan Bogdanov

Dr Dan Bogdanov

Head of Privacy Technologies Department at Cybernetica

Dr Dan Bogdanov leads the Department of Privacy Technologies at Cybernetica, the Estonian company that developed several core technologies for e-Government and e-Customs. He is the designer of Sharemind – a data analysis system that does not need to see the data it is processing. Sharemind has been used to detect fraud, improve the quality of credit information and link government databases that were previously inaccessible due to regulatory restrictions or distrust. Dr Bogdanov has also been a lead researcher in projects with European Framework Programmes and the United States DARPA. He is the co-author of the ISO/IEC 29101 standard on the architecture of privacy-preserving systems and standards on secret sharing.

 

Katharina Gangl

Dr Katharina Gangl

Assistant Professor at the University of Goettingen, Germany at the chair of Economic and Social Psychology

Katharina Gangl held research positions at the Zeppelin University in Friedrichshafen, Germany, at the Queensland University of Technology, Australia, and at the University of Vienna, Austria. She received her PhD in Economic Psychology at the University of Vienna. Her main research interest is to study the impact of different strategies of the tax authorities such as audits, fines, legitimacy, services or marketing on tax compliance. Dr Gangl conducts neurophysiological, field, laboratory and online-experiments as well as large-scale survey studies and qualitative interviews. Her research is published in international peer-reviewed journals such as Social Cognitive and Affective Neuroscience, PLoS One, Law & Policy, or Public Finance Analysis. Dr Gangl is on the Editorial Board of the Journal of Economic Psychology and reviewer for numerous journals and funding programs such as for the European Commissions’ Horizon 2020 program.

Behavioural scientist at Roskilde University, the Director of ISSP – The Initiative of Science, Society & Policy at Roskilde University and University of Southern Denmark; Chairman of the Danish Nudging Network; founder of TEN – The European Nudge Network, and CE of iNudgeYou – The Applied Behavioural Science Group

Pelle Guldborg Hansen was awarded the Ph.D. degree from Roskilde University in game theoretical modelling of social conventions and norms in 2010. Since then he has worked with real world applications of behavioural economics, especially so-called ‘nudge’-interventions, within a wide range of areas. He is the co-author the books The Blind Spots of Enlightenment and Infostorms (w. Vincent F. Hendricks) and has published his research in a range of international peer reviewed journals, including The International Review of Economics, American Journal of Bioethics, Annual Review of Public Health and European Journal of Risk Regulation. His research has often received widespread public interests and has been reported, in amongst the outlets, The Economist, Foreign Policy, CNN, New Scientist and Wall Street Journal. In 2010, he founded as well as became the Chairman of The Danish Nudging Network that comprises +100 governmental institutions, municipalities, universities, organizations and businesses. In 2014 he founded TEN – The European Nudge Network together with Alberto Alemanno, Jean Monet Professor in European Law and Risk Regulation.

Kristjan Vassil is a senior research fellow of technology studies in Johan Skytte Institute of Political Studies, University of Tartu. He is the head of Center of IT Impact Studies – an integrated research and teaching program focusing on impact assessment of e-government and prototyping of new data-based predictive public e-services.

 

Kaspar Raudla

Development Specialist in Audit Department, Estonian Tax and Customs Board

Kaspar is a Development Specialist at the Estonian Tax and Customs Board. His daily work includes helping the organization to transform services by harmonizing disparate business processes to achieve effectiveness. His goal is to be fully productive, therefore, to trigger new and innovative ideas to support the operations. He currently works on a project that is a part of the new e-Tax/e-Customs, scheduled to launch in 2020.
