An entry summary declaration must be lodged for goods brought into the customs territory of the Unity directly from the third countries, with the exception of Norway and Switzerland.
- Entry summary declaration shall be lodged prior to conveyance of goods into the customs territory of the Unity (Article 184a of the Implementation Regulations to the Community Customs Code).
- Composition of data to be provided in entry summary declarations is specified in Annex 30A of the Implementation Regulations to the Community Customs Code.
- Entry summary declarations shall be lodged electronically by use of the data processing technique, for which the possibility and the right to use the IT applications of Estonian Tax and Customs Board are needed.
An entry summary declaration must be lodged by the carrier or, in case the carrier is informed, a person who has assumed the responsibility for transporting the goods into the Unity customs territory (a freight forwarder). A person lodging the entry summary declaration, as well as the carrier transporting goods by sea, air or inland waterways must have an effective EORI number.
Economic operators have two possibilities for lodging entry summary declarations: via system-to-system interface or via web interface. Accessing the system via web interface means that economic operators have to enter the data of an entry summary declaration manually. Technical specifications of the interface are accessible here.
