An export declaration containing safety and security data must be lodged for goods carried directly out of the customs territory of the Unity (Article 787 of the Implementation Regulations to the Community Customs Code).
- The customs declaration and the exit summary declaration must be lodged before the goods are leaving the Unity customs territory (Articles 592b/842d of the Implementation Regulations to the Community Customs Code).
- Composition of data to be provided in customs declarations and exit summary declarations is specified in Annex 30A of the Implementation Regulations to the Community Customs Code.
- Customs declarations and exit summary declarations shall be lodged by use of the data processing techniques.
A person who brings the goods, or who assumes responsibility for carriage of the goods out of the customs territory of the Unity, or a person who is in the position to present or ask someone else to present the respective goods to a competent customs authority, or a representative of the above mentioned persons, shall lodge a customs declaration or an exit summary declaration.
Economic operators can lodge exit summary declarations electronically by use of the web interface of the Export Control System developed by Estonian Tax and Customs Board, or via the information system of an economic operator if there is a system-to-system interface between the information systems of Estonian Tax and Customs Board and of the economic operator. In parallel with the development of the Export Control System Estonian Tax and Customs Board is developing the electronic manifests processing system. Electronic manifests must be lodged with customs in case the goods are transported by sea or by air prior to the departure of a means of transport from the ports or airports of Estonia.
Functionality of queries enabling to apply efficient supervision over the export procedure will be developed alongside with the implementation of the Export Control System. An additional functionality will enable the economic operators to send electronic messages to Estonian Tax and Customs Board notifying of the arrival of goods to a customs office of exit and of the departure of a means of transport.
