Principles of e-MTA access permissions for natural persons and sole proprietors

In order to use the e-MTA services, users must have access permissions. Here you will find information about the principles of access permissions and instructions on how to give access permissions in the e-MTA.

Principles of access permissions

Packages of access permissions given automatically

Based on the data from population and commercial registers, users automatically receive the following access permissions for using the e-MTA:

  • Adults and persons whose restricted acive legal capacity has been extended that have an Estonian personal ID code receive:

    • "Package for viewing natural person's data" and
    • "Package for natural person's representative".
  • Minors and persons with restricted active legal capacity (persons under guardianship) that have an Estonian personal ID code receive:

    • "Package for viewing natural person’s data" and
    • "Package for natural person's representative" that takes effect upon minor reaching the age of majority or upon restoration of the legal capacity of a person with restricted active legal capacity,
  • Parents on behalf of a child or guardians on behalf of a person under guardianship receive:
    • "Package for natural person's representative" until a child reaches the age of majority or until guardianship ends,
  • Sole proprietors receive:
    • "Package for viewing sole proprietor's data" and
    • "Package for sole proprietor's representative".
What does "The right of the representative of a person to administer the user rights of applications" allow?

The packages for natural person’s and sole proprietor’s representatives contain "The right of the representative of a person to administer the user rights of applications" (code: P_EXTERNAL_USER_MANAGER) that allows to:

  1. view representatives’ access permissions;
  2. give access permissions to representatives;
  3. edit and terminate representatives’ valid access permissions;
  4. clone representatives’ current and future access permission;
  5. compare representatives’ access permissions;
  6. add representative to favourites and remove them from favourites
  7. subscribe to notifications about access permissions.
Automatic termination of access permissions

Automatically granted packages of access permissions are terminated based on the data from population and commercial registers.

After the termination of sole proprietor’s activities, packages of access permissions of the sole proprietor shall remain valid for another seven years.

In the event of death of a natural personthe access permissions given to him or her and his or her representatives shall be terminated, except the sole proprietor’s access permissions granted to representatives. When the deceased person’s accounting for taxation purposes is closed, the sole proprietor’s access permissions granted to his or her representatives shall also be terminated.

In the event of bankrupcty of a natural person,all packages of access permissions granted automatically shall remain valid. All other access permissions given to and by a natural person shall be terminated.

Access permissions in the e-MTA

Giving Access permissions to representatives

When granting access permissions to your representatives, you can decide whether the access permission can be delegated or not (i.e. whether the person that receives the permission from you can in turn pass it on).

All access permissions given to representatives shall always grant the following rights:

  1. to view and edit the contact details of the person represented;
  2. to view and edit the contact details of the person represented;
  3. to read notifications sent to the person represented;
  4. to conduct correspondence with the Estonian Tax and Customs Board on behalf of the person represented.

Cloning access permissions

Cloning is copying the access permissions already given to one representative and giving them to another representative.

Only the access permissions valid currently and in the future can be cloned.

It is not possible to clone:

  1. invalid access permissions
  2. packages of access permissions given automatically. If the access permissions of a representative include an automatically granted package, all other access permissions except the automatically granted package will be cloned.

Comparing representatives’ access permissions

The comparison of access permissions helps establish why an e-service can be used by one representative and not by another. The reason may be that one representative is missing a necessary access permission and the comparison will help to identify it.

The access permissions of up to two representatives can be compared at the same time.

Comparative table contains the valid access permissions and packages of access permissions of the selected representatives.

Adding favourites

Representatives can be added to favourites. It is convenient to look up representatives from favourites when giving access permissions because then you do not have to remember the personal ID or registry code of a representative.

Both natural and legal persons can be added to favourites.

To add representatives to favourites, click on the star after the name of a representative.

Representatives can be added to favourites on the page "Access permissions of representatives", on search forms, or when giving access permissions.

Delegating access permissions

If the access permission or package of access permissions given to you can be delegated, it means that you can pass this access permission on to another person.

Access permissions or packages of access permissions that can be delegated are marked in the e-MTA with the symbol of an arrow after permission’s name.

Discarding access permissions

Access permissions given to you can be discarded. Only the packages of access permissions granted automatically by the system cannot be discarded.

You can discard one, several or all access permissions or packages of access permissions at the same time.

You can select the date for discarding from a calendar or discard right away.

Subscribing to notifications about access permissions

You can subscribe to the e-MTA notifications about access permissions. Notifications will help to remind you the expiry of your or your representatives’ e-MTA access permissions so that you can promptly extend them if necessary. Notifications can also be subscribed about representatives receiving or discarding access permissions. Notifications are sent to the e-mail address in your contact details in the e-MTA "Settings" – "Contact details".

Necessary access permission: "The right of a person to view access permissions received for using applications".
If you represent more than one person in the e-MTA, select "General overview" and then "Settings" – "Access permissions" – "My access permissions". You will receive notifications about the access permissions of all represented persons.

The following notifications concerning the access permissions of representatives can be subscribed to:

  1. notification about an access permissions given to a representative
  2. notification about an access permissions discarded by a representative
  3. notification about the access permissions of a representative about to expire
  4. notification about the expired access permissions of a representative
