Main strategic directions
- Automatically and digitally – “background” contactless services support compliance with obligations with minimal administrative burden and automation reduces the chances of error. This means that tax and customs obligations can be fulfilled quickly, easily and conveniently, even under the conditions of a complex tax system and legal space. We are already largely digital – our next development leap lies in automation, for which today’s digitalisation is a prerequisite.
- Targeted – for honest taxpayers we operate in a contactless way, but if we have to enforce compliance with obligations to ensure a fair economic and external trade environment, we will do so in as targeted and impactful way as possible. We have a variety of measures at our disposal – from providing simple and convenient services and consulting to imposing a punishment. Strong data analytics capabilities and a comprehensive risk assessment taking into account the challenges of the changing economic environment create a prerequisite for the effective implementation of these measures, thereby increasing the effectiveness of our activities.
- Dedicated – we employ dedicated and professional people who do meaningful work and who, by combining their efforts, are capable of achieving the goals set for the organisation. It is important for us to maintain a working environment in which competent and dedicated people feel welcome and want to contribute by doing interesting work in support of Estonia and the EU.

Raigo Uukkivi
Raigo Uukkivi is the Director General of the Estonian Tax and Customs Board from 1 December 2021.
From 2017 to 2021, Raigo Uukkivi was the Deputy Secretary General of the Ministry of Finance, where his fields of responsibility were public administration, public procurement, state assets and participatory policy. He has been a member of the Supervisory Board and a chairperson of the Strategic Committee of the international energy company Eesti Energia, a member of the Supervisory Board and the Audit Committee of the Port of Tallinn, also a member of the Supervisory Board of Estonian Railways. From 2008 to 2017, Raigo Uukkivi worked as the Director General of the Technical Regulatory Authority.
Raigo Uukkivi was born on 9 June 1979. He has a Doctor’s Degree from Tallinn University of Technology, the School of Engineering, and he has earned a Master's Degree in finance and accounting from the same university.
The Director General is appointed by the Minister of Finance for a term of five years.
Raili Roosimaa
Raili Roosimaa is the Deputy Director General for Taxes at the Estonian Tax and Customs Board (ETCB) from 1 May 2023.
She started her career at the ETCB in 2007 as an auditor at the Northern Tax and Customs Centre. In 2011, she moved to the Ministry of the Interior, where she worked as an internal auditor, but soon returned to the ETCB and took up the position of a leading tax auditor. In 2018, she became the head of tax audit unit of the Tax Audit Department of the ETCB and from spring 2021, she held the position of Deputy Head of the Tax Audit Department.
Raili Roosimaa has earned a master’s degree cum laude in internal security at the Estonian Academy of Security Sciences.
The Deputy Director General for Taxes is responsible for the development and implementation of a tax collection strategy in cooperation with other units of the Board, management of tax collection and increasing tax compliance, implementation and enforcement of tax laws, etc.
Ursula Riimaa
Ursula Riimaa is the Deputy Director General for Customs at the Estonian Tax and Customs Board (ETCB) from 1 May 2023.
She started her career at the ETCB in 2005 in the position of an auditor of the subsequent verification division at the Northern Tax and Customs Centre. Then she took up the position of a chief specialist of the customs policy implementation division. Before her appointment as Deputy Director General, she had been working as a head of customs development since 2019.
Ursula Riimaa graduated cum laude from the Estonian Academy of Security Sciences in speciality of customs. She obtained a master’s degree in government and administration at Tallinn University.
The Deputy Director General for Customs is responsible for the development and implementation of a customs strategy in cooperation with other units of the Board, facilitation of cross-border movement of legal goods and ensuring the collection of customs duties, implementation and enforcement of customs legislation, participation in legislative drafting in the field of customs, etc.
Janek Rozov
Janek Rozov is the Deputy Director General for Development at the Estonian Tax and Customs Board from 26 June 2023.
From August 2019 to June 2023, Janek Rozov was the Strategy Director of the IT and Development Centre of the Ministry of the Interior of Estonia (SMIT). He has worked as the Head of Information Society Services Development Department (from 2012 to 2019) and adviser (from 2011 to 2012) at the Ministry of Economic Affairs and Communications.
From 2001 to 2011, Janek Rozov worked at the Estonian Tax and Customs Board (ETCB): he started at the data processing centre of the Tallinn Tax Office for Legal Entities, moved to the position of inspector of taxation of legal persons, from there to the position of chief auditor verifying the correctness of the refund of value added tax at the Northern Tax Centre, and then to the position of chief specialist of the service development department of the ETCB. He has also been a consultant for various international projects since 2010.
Janek Rozov has a master's degree in business information technology from Tallinn University of Technology.
The Deputy Director General for Development is responsible for creating a strategy for technological systems and customer service channels supporting the objectives of the ETCB; ensuring modern management of development processes, planning and implementation of development projects and management of IT resources; as well as for ensuring the reliability and customer convenience of IT systems, service and information channels, in cooperation with other units of the Board.
